Open Educational Resources in der Hochschule jenseits des Hypes – wie kann OER bei den Herausforderungen in der Lehre helfen?
Digitalisierung und Internationalisierung, Heterogenität der Lernenden und Kooperation der Lehrenden, Praxisorientierung und Profilbildung, Qualitätssteigerung und lebensbegleitendes Lernen, mehr Studierende und weniger Mittel, Transfer und Öffnung … Die Hochschullehre steht 2019 wahrlich vor ausreichend Herausforderungen – braucht es da zusätzlich noch das Thema Open Educational Resources?
Jöran Muuß-Merholz erklärt die Grundidee von OER zunächst anhand der 5V-Freiheiten für offenen Materialien. Darauf aufbauend erörtert er, wie OER als mögliche Unterstützung bei den großen Herausforderung in der Hochschullehre genutzt werden.

Open Educational Resources in North-South Partnerships: how to share and broaden our educational knowledge?
Open Educational Resources (OER) and their offspring, Massive Open Online Courses (MOOCs), are becoming important factors in achieving the Sustainable Development Goal 4: Quality Education (SDG4). This was recognized early on by UNESCO in 2004 when the term „Open Educational Resources“ appeared and in 2012 with the OER Paris Declaration.
A divide between the Global North and Global South exists in terms of engagement with OER. The production and sharing of educational materials online may reduce this gap. The potential of OER to address key challenges in developing countries such as increase access to higher education, contain or reduce costs and enhance quality. However, most of the research on OER adoption and on impact of OER has been undertaken in the Global North.
Enhancing competencies of educational researchers in developing countries may be an appropriate method to reach a global balance where sharing is key. We suggest rethinking North-South partnerships. Partnership is a widely debated concept: it can represent collaboration based on equality and mutually beneficial processes and outcomes; it can also involve highly unequal power relations. Partnerships conceived as learning models that build on mutuality and cultural difference offer the potential to challenge power relations and a unique opportunity to create new educational knowledge.

OER – Moving from Resources to Cultures and Practice of OPEN
OER are more and more coming to the reality of higher education institutions. However, it becomes apparent that the pure availability of resources for teaching and learning is not enough. It seems that unleashing the power of open educational resources has to do with creating a culture of openness in institutions and enabling open educational practices. The presentation will lead into the concept of open educational practices and will show pathways to the creation of open cultures in education.

OER in der Schweiz: Horizonte.Perspektiven.Ausblick.
Die Integration digitaler Technologien in die internationale Bildungslandschaft ermöglicht veränderte Formen der Datennutzung, -produktion und -organisation sowie der Lehre in (Hoch-)Schule und Weiterbildung. Digitale Lehr-/Lernmaterialien stehen dabei im Fokus. Damit verbunden sind sowohl ihre didaktische als auch technische Einbindung in Lehr-/Lernkonzepte. Das Themenfeld OER ist ebenso bildungspolitisch zu verorten.
Der Beitrag rückt die Schweiz mit ihren OER-Aktivitäten ins Zentrum, um den bereits begonnenen Diskurs mit weiteren Interessierten zu vertiefen. Diese beschreibbaren Horizonte bieten Perspektiven für zukunftsweisende Ausblicke!
